<p>In the article the author on the basis of historical sources highlights the penetration of Eastern civilization into Western Europe through Spain. Also, the formation of concepts related to public administration in medieval Western Europe is substantiated by the influence of the teachings of Eastern thinkers. In addition, it analyzes how the works of Ibn Sina, Ibn Rushd and Ibn Arabi were important and played important roles in the development of concepts of state and government in the West as Thomas Aquinas, Roger Bacon, Ramon Lullius, Dante Alighieri, Marcilius of Padua and Benedict Spinoza.</p>
